BACKGROUND
Background
Guilford County and the City of Greensboro have shared ownership of the 800 MHz trunked public safety radio system from inception in 1995. Over the past decade, the system has undergone a number of system upgrades and enhancements.
Additionally, the City of Greensboro has served as the maintenance contractor for the system since inception. This has been handled through a series of amendments to the original contract 36460-04/95-211, and is currently operating under Amendment #15 approved by the Board of Commissioners.
This amendment addresses the following:
All items included in Amendment 15, plus the addition of 50% of the costing for Motorola enhanced cybersecurity (Motorola Managed Detection and Response Services) and annual maintenance on the PCTEL SeeHawks previously purchased.
The Motorola agreement adds $118,973.46 total to FY26 (County share $59,486.73), with FY27 being $42,300.40 (County share $21,150.20) and FY28 being $43,992.42 (County share $21,996.21).
The PCTEL SeeHawk maintenance on all six devices is $27,205.29 per annum from FY26-FY28, so the County share is $13,602.65 per year.

Requested action
Approve Amendment #16 to the existing Interlocal Agreement with the City of Greensboro (Guilford County contract 36460-04/95-211), in substantial form, which continues the annual maintenance to the shared ownership 800 MHz radio system. This amendment specifically addresses an annual increase to Motorola for enhanced cybersecurity protection and annual maintenance on PCTEL SeeHawks previously purchased. For FY26, the County share is not to exceed: $59,487 for the Motorola agreement and $13,603 for the PCTEL agreement.
