BACKGROUND
Background
In October 2025, the Federal government updated the 2 CFR Part 200 (Code of Federal Regulations), which serves as the comprehensive set of rules from the Office of Management and Budget (OMB) for administrative requirements, cost principles, and audit requirements for non-federal entities receiving federal financial assistance. The updates included an increase in micro and simplified acquisition thresholds as well as removal of all Diversity, Equity, and Inclusion (DEI) language.
Guilford County HHS-DSS receives such assistance annually by way of the 5307, 5310, and 5311 grants providing funding to Transportation & Mobility Services. In order to continue to receive such federal assistance, the Guilford County Federal Procurement Policies and Procedures must be updated to align with federal requirements.
