BACKGROUND
Background
Due to changes in legislation, lithium-ion batteries will be banned from landfill disposal on December 1, 2026. To ensure compliance with this legislative change, the Planning Department collaborated with the Fire Marshal's Office to research and select the appropriate equipment to ensure the safe storage and handling of recycled lithium batteries.
To minimize the cost impact to the County, Planning applied for a grant through the North Carolina Department of Environmental Quality (NCDEQ) Community Waste Reduction and Recycling Program. Guilford County was successfully awarded a FY26/27 CWRAR Grant (attached) through NCDEQ for a total of $5,900 to purchase a fireproof metal cabinet, and metal box for on-site, safe storage of lithium batteries that have been turned into the Guilford County Scrap Tire White Goods Bishop Road facility. The lithium batteries accepted include button and rechargeable batteries. The award requires a 20% cash match of $1,475, which will be met with existing budgeted funds.

Requested Action
Accept the NCDEQ Community Waste Reduction and Recycling Grant Award in the amount of $5,900; authorize staff to take any all necessary actions to receive the grant and approve a budget amendment to increase the appropriation to Planning and Development by $5,900, with $5,900 in Federal/State Revenue.
