BACKGROUND
Background
As part of the allocation of American Rescue Plan Act (ARPA) funding, the Guilford County Board of Commissioners (Board) authorized funding for certain initiatives through the revenue replacement provisions of ARPA. These allocations are accounted for in the ARPA Enabled Fund, with appropriations established separately for each initiative through the annual Budget Ordinance. This structure ensures that funding balances are tracked appropriately and only used for the purposes authorized by the Board.
During the annual budget development process, staff creates projections for expenditure and contractual commitments through the end of the fiscal year to estimate the amount of funding remaining in each initiative on June 30th. These estimated remaining balances are included in the adopted budget, then subsequently reconciled to actual expenditures and commitments after the fiscal year closes and the true balances are known.
With the completion of the Fiscal Year 2025-26 year-end accounting process, budget amendments are necessary to align Fiscal Year 2026-27 appropriations with the remaining funding available for each initiative.
This reconciliation is a routine year-end process that ensures budgeted amounts remain consistent with the Board's previously approved allocations. The amendments do not change the total funding authorized for any initiative or impact planned program activities. The appropriations of fund balance restore funding already committed to each initiative and are not uses of unassigned General Fund fund balance.
