BACKGROUND

Background

Guilford County Health & Human Services-Division of Social Services (HHS-DSS) is currently in the process of contracting with Cone Health Systems (Cone) to provide patients potentially eligible for Title XIX Medicaid with on-site eligibility caseworkers able to evaluate and authorize for coverage. As part of the agreement, Cone has agreed to pay the County's portion of three (3) Eligibility Caseworkers (2 Adult Medicaid, 1 Child Medicaid), while HHS-DSS has agreed to house these ECW's onsite at both Wesley Long and Moses Cone Hospital.

 

Guilford County receives 75% reimbursement from the North Carolina Department of Health & Human Services for all Medicaid ECW's through the monthly reimbursement process. Cone's contribution covers the County's 25% annual compensation for the three (3) positions ($18,289 per position; total $54,867).

 

HHS-DSS requests the approval of 3 additional FTE's paid for and housed within Cone Health Systems, which would increase the County's budget by the reimbursement amount (75% of 3 ECW's = $164,601) as well as the new amount now received from Cone (25% of 3 ECW's = $54,867). Positions will continue for the life of the contract.

Requested Action

Approve the requested budget amendment to increase appropriation to Health & Human Services by $219,468 and to reflect additional revenue received of $164,601 from State reimbursement and $54,867 from Cone reimbursement; and addition of 3 FTE's to HHS-DSS for the life of the contract funded by Cone Health Systems.
