BACKGROUND
Background
Over the years, the childcare program in Guilford County has evolved to address increasing service costs and the growing number of families requiring assistance. Recent state policy changes have also altered the eligibility determination processes for childcare subsidies. Guilford's local policies, including the Child Care Wait List Policy, are reviewed and updated at least every two (2) years, or whenever program changes require amendments to local policy. Recent updates to our policy have established priority criteria to determine the order in which children are served, ensuring that available child care subsidy resources are distributed fairly and effectively to families with the greatest need.
One June 18, 2026, the Board of County Commissioners received an HHS-DSS departmental update on the Subsidy Childcare Assistance (SCCA) program and approved the Guilford County local waiting list prioritization policy for the SCCA program. Following that approval, additional guidance was received from the State requesting that the wait list criteria related to homelessness be revised to consolidate the existing homelessness categories into a single category to align with current state guidance. During this review period, staff have continued operating under the previously approved wait list guidelines and policies. No additional programmatic changes are being requested beyond approval of this revision.
