BACKGROUND
Background
Guilford County staff have reviewed the current Guilford County Behavioral Health Center Oversight Board by-laws and recommend changes including 1) updating membership of the board and reducing the total number of members from eleven (11) to nine (9) total; 2) making the Board Chair and Vice Chair positions nominated by the Chair of the County Commissioners from amongst the commissioners; 3) naming the County Health and Human Services Director as the permanent secretary for the Board; 4) establishing two (2) standing subcommittees for Data Metrics & Performance and Community Engagement & Awareness. There are also minor organizational changes in the by-laws document updating the order of some articles and sections for clarity. Copies of the current by-laws and updated by-laws with changes highlighted are included with this item. Staff recommend that these changes be effective immediately upon approval of the Board of Commissioners.

Requested Actions
1. Approve the dissolving and disbanding of the current Guilford County Behavioral Health Crisis Center Oversight Board
2. Approve the creation of the Guilford County Behavioral Health Center Oversight Board
3. Approve the proposed Guilford County Behavioral Health Center Oversight Board by-laws as presented, to be effective immediately.
4. Appoint Commissioner Perdue to Chairman of the Oversight Board, Appoint Commissioner Cashion as Vice Chair of the Oversight Board, Appoint Jim Albright to the Emergency Services Director position; and Appoint Anthony Ward to the LME/MCO position.
