BACKGROUND
Background
Proposed Text Amendment Case #26-06-PLBD-00022 (attached) amends Article 3 Permits and Procedures, Subsection 3.5.M Procedures for Specific Applications - Rezoning (Conventional & Conditional) / Map Amendment to add clarifying language to the Guilford County Unified Development Ordinance (UDO) regarding written consent being required of all affected property owners when downzoning any property consistent with NCGS 160D-601, and current departmental practice.

At its August 18, 2026 regular meeting, the Guilford County Planning Board unanimously recommended (8-0) to the Board of Commissioners that Text Amendment Case #26-06-PLBD-00022 be adopted, as presented herein (minutes attached).

The full text of the proposed amendment and staff report is attached. The text to be added is underlined.

Consistency with Adopted Plans:
The proposed amendment is consistent with the Future Land Use Framework for Sensible Growth outlined in the Guiding Guilford: Moving Forward Together Comprehensive Plan.

The Plan’s Vision states, “In order to house this growth, the County needs to begin implementing measures, policies, and regulations to ensure that future development patterns are reflective of the community’s Vision.” Additionally, this Text Amendment aligns the UDO with current State law (NCGS 160D-601) and current departmental practice.
