BACKGROUND
Background
Guilford County has contracted with UNC-G's Center for Housing and Community Studies (CHCS) to operate an Eviction Mediation and Landlord Outreach program, the "TEAM Clinic", since July 2021. UNC-G also sub-contracts with Legal Aid of North Carolina to provide legal representation for individuals facing eviction in court in addition to the mediation and outreach work. Funding initially came from Emergency Rental Assistance funds before switching to ARPA funds. Local funds will be used for January-June 2026 once ARPA funds are expended.
The most recent ARPA contract term began on July 1, 2024 and ended on December 31, 2025. In mid-December, CHCS and County staff reviewed anticipated expenses through December 31 and determined that up to $65,000 will be left unexpended (actual amount will depend on actual expenses to be received in mid-late January). Because of ARPA program restrictions, these funds cannot be re-purposed to another expense or activity. In addition, UNC-G has requested changes in the contract budget to shift funds between lines to reflect actual expenses including a possible need to move funds from salaries to contractual services to allow them to continue their contract with Legal Aid.
County staff recommend that the ARPA contract be extended for another month to January 31, 2026 to allow full expenditure of the ARPA funds.
