BACKGROUND

Background

Public Health is requesting authorization to purchase vaccines for their Communicable Disease and International Travel clinics from the pharmaceutical manufacturer, Sanofi Pasteur, Inc.  Sanofi Pasteur is part of the Minnesota Multistate Contracting Alliance for Pharmacy (MMCAP) purchasing group for public health entities via MMCAP cooperative contract MMS2200727.

 

In North Carolina, cooperative purchasing or group purchasing allows multiple public entities to come together to procure goods or services to achieve cost savings and efficiencies. The authority for group cooperative purchasing by public entities in North Carolina is outlined under N.C. General Statutes (G.S.) 143-129(e)(3) and 143-129(g), which govern procurement practices for public contracts. These cooperative purchasing groups allows the County to leverage contracts already established by federal, state, or local government agencies where the initial contract was competitively bid according to law.

 

Sanofi has been approved through the MWBE process and county purchasing has approved the Bid Waiver Justification forms as well, as having met group purchasing (cooperative purchasing) requirements.

Requested Action

Approve agreement with Sanofi Pasteur, Inc. as authorized by the cooperative purchasing exemption of G.S. 143-129(e)(3) in an annual not-to-exceed amount of $250,000 for a total of five (5) years with a five-year total of $1,250,000.
