Background
Responses for Bid Event 20206 were due by April 16, 2024. Of a total of four bidders, Aramark Correctional Services was the lowest bidder by a margin of $571,203 (first year costs) to the next low bidder.
Per meal costs
Inmate: $1.85
Trustee: $3.67
Staff: $4.95
Snacks per Dr. order: $0.75
The amount of the new Aramark contract represents a rise in costs of approximately $400,000 the first year, with a potential increase of $687,187 by the end of year three. Year one costs have been budgeted in accounts 13103410-520500 and 13103420-520500.
By comparison, Mecklenburg County pays $2.70 per inmate tray to Aramark on an average daily inmate headcount of 1300. There is no concession for trustee meals, however Aramark does provide commissary credit for trustee workers. It is to be noted that Aramark provides commissary services as well. Staff meals are made to order by a short order cook. Staff members pay approximately 50% of the cost of the meal which is $4.00 for breakfast and $6.00 for lunch. Mecklenburg County renewed with Aramark in 2022 at a cost increase of 8% and again in 2023 with an increase of 11%.
Forsyth County also contracts with Aramark. On an average headcount of 778, the County currently pays $1.73 per inmate meal. Staff meals are provided at County cost of $5.50 per tray. For next fiscal year the costs will rise to $1.81 per inmate meal and $6.19 per staff meal. Forsyth County renewed the Aramark contract at the end of fiscal year 2022 and experienced an increase of 15% for fiscal year 2023.
