BACKGROUND
Background
As part of the recently adopted state budget (Senate Bill 257) the NC Building Codes and Interpretation Division was transferred from the North Carolina Office of the State Fire Marshal to the Department of Labor. A new Building Codes and Interpretation Bureau is being established within the Department of Labor. To support the operations of this new bureau, the State Building Code Regulatory Fund was created. Pursuant to N.C.G.S. § 95-281, applicants for building permits are required to pay a state building code regulatory fee in addition to local fees. According to the statute, the fees are structured as follows: $100 for commercial structures, $25 for residential structures, and $10 for all other types of building permits.
These fees must be collected by the county and submitted to the state on a quarterly basis, along with a report detailing the number of permits issued. This requested action amends the fee schedule to reflect these state mandated fees with an effective date of January 1, 2027.

Adopt FY 2027 Inspection fee changes, pursuant to N.C.G.S. § 95-281 enacted through the Current Operations Appropriations Act of 2026 (SB 257), and amend the FY 2027 fee schedule with an effective date of January 1, 2027.
