BACKGROUND
Background
At its March 27, 2026, work session, the Guilford County Board of Commissioners discussed opportunities to incorporate clean energy practices into County operations. As a follow-up to that discussion, staff will present a proposed resolution establishing a long-term goal of making a good faith effort, where reasonable and practicable, to transition County operations to clean energy by 2050.
The proposed resolution aligns with broader clean energy and emissions-reduction initiatives in North Carolina. Session Law 2021-165 (House Bill 951), as amended by Session Law 2025-78 (Senate Bill 266), directs the North Carolina Utilities Commission to take all reasonable steps toward achieving carbon neutrality by 2050 for certain electric public utilities. Additionally, Executive Order No. 246, issued in 2022, established a statewide goal of achieving net-zero greenhouse gas emissions as soon as possible, but no later than 2050.
