BACKGROUND
Background
The proposed revised Personnel Regulation #33- Information Technology Acceptable Use Policy provides all users with guidance and education in the appropriate, safe, secure, legal, and acceptable way in which the County’s Information and Technology Systems may be used. This policy incorporates any obligations to comply with County, State, and Federal laws, rules, and regulations regarding the management of information technology equipment and safeguarding of systems and data.

In addition, the revised regulation provides transparency in the definitions, conditions and use of IT networks and systems than previously found in the existing regulation named Email and Internet Usage Policy. The revised regulation will aid in protecting and securing all county data from unwanted or unauthorized access. This is a complete re-write of the current personnel regulation.

Further, the NC General Assembly enacted a new law (N.C.G.S. 143-805) that prohibits local governments, state agencies, the judicial branch and the legislative branch from allowing pornography to be viewed on IT networks and government owned/managed devices. The law requires that each public agency adopt a policy governing the use of all IT networks and devices it maintains and controls by January 1, 2025.

HR recommending for consideration revised Personnel Regulation #33- Information Technology Acceptable Use Policy. The revised regulation provides clear guidance and expectations to all users of County owned and operated IT networks and systems.
