BACKGROUND
Background
This item is being brought back before the board in order to amend the resolution of intent to align with an updated public hearing date. The North Carolina General Assembly has authorized a statewide Commercial Property Assessed Capital Expenditure (C-PACE) Program under Article 10B of Chapter 160A of the North Carolina General Statutes. This voluntary program enables participating local governments to allow commercial, industrial, agricultural, and multifamily property owners to access private financing for approved energy efficiency, renewable energy, resiliency, and water conservation improvements.

Under the C-PACE Program, financing is provided by qualified private capital providers and secured through a voluntary property assessment and corresponding lien on the benefited property until the financing is repaid. The North Carolina Department of Commerce serves as the Program Sponsor, and the Economic Development Partnership of North Carolina (EDPNC) serves as the Statewide Administrator responsible for program administration and coordination.

This item is being resubmitted for Board approval because the initial public hearing notice was not published within the required time frame for an earlier hearing date. As a result, the public hearing has been rescheduled for October 1, 2026, at 5:30 p.m. during the regular meeting of the Guilford County Board of Commissioners. The Resolution of Intent has been amended accordingly to reflect the new public hearing date and to allow the required notice to be properly published.
