BACKGROUND
background
This contract is an In-Home Aide services contract between Guilford County Department of Health and Human Services (Social Services Division) and Caring Hands for In Home Aide Services. The contract and funding/case management is needed to support aged and disabled adults in Guilford County who are vulnerable and at risk for premature placement into a long term care living situation due to their inability to perform their own personal care needs.
In the event that this IHA contract is not granted the economic impact would be significant; ranging from the possibility of lost wages for caregivers in order to keep their family member at home, increased costs for long term placement (Medicaid), and it would increase the likelihood of Adult Protective Services reports made to Guilford County. Currently there are 463 individuals waiting for IHA services. The average waiting period for services is 60 months.
Is the cost reasonable?
Yes. The cost of providing 8 hours per week of In-Home Aide assistance is $472.00 per month, which is a savings of $710.00 per month when comparing the cost to placing an individual in an assisted living facility. The Medicaid rate for an individual in a facility is $1182.00 per month. Providing community based In Home Aide services saves both the County and State money.

The Caring Hands contract for last year was $268,433.00. However, this year’s contract will be increased to $317,500.00 for FY2017-2018 due to increase in services.
Is this service mandated?
Yes. According to the NC Social Services Commission, it is mandated that In Home Aide services shall be provided in every county (10NCAC42H) (10NCAC43L.0207).
