BACKGROUND
Background
The Board of Commissioners approved the addition of one Opioid Community Engagement & Taskforce Coordinator position at a projected first-year cost of $115,289 on August 4, 2022. County staff submitted the appropriated spending authorization report to the NC Department of Justice and CORE-NC per the MOA requirements on October 5, 2022. The State provided feedback on the reporting on November 28, 2022 and indicated that a more formal “Opioid Settlement Spending Resolution” authorizing the spending is required prior to actually expending these settlement funds.
As authorized on August 4, 2022, this position will coordinate the County’s opioid abatement and remediation strategic planning and activities.
Staff are still working through the hiring process for the position, so no delays or notable budget impacts are expected from the delay in approving this authorizing resolution.
This resolution authorizes funding through June 30, 2023. Staff will include funding for this position in the FY 2023-24 annual budget and an associated “annual” spending authorization resolution in that budget ordinance.

Approve the attached Opioid Settlement Spending Resolution for the use of $115,289 of Opioid Settlement funds for one Opioid Community Engagement & Taskforce Coordinator position under Option B, Part 3: Other Strategies, Strategy J: Leadership, Planning and Coordination, item #1 for the period starting January 5, 2023 and ending June 30, 2023.
