BACKGROUND
background
Guilford Couty competitively solicited bids for the exterior restoration of the Old County Courthouse located at 301 W. Market Street in Greensboro, NC under Event #562. The bids for the exterior restoration project at the Old Courthouse Building were opened on May 18, 2017; there were three (3) bids received. The bids are listed below:

Of the three bids received, only one was responsive. The bid from Midwest Maintenance had discrepancies between written and numerical amounts in their cost proposal and Restocon Corp. did not have the required MWBE forms complete. After the committee reviewed the bid responses, the bid from J. Wayne Poole was the lowest, responsive and responsible bidder.
It is recommended that a contract be awarded to J. Wayne Poole as indicated in their proposal for the following amounts:
Base Bid $2,025,000.00
Alternate # 1 $218,514.00
Alternate # 2 $5,750.00
Total Award $2,249,264.00
10% Contingency - $225,000.00
Total with Contingency - $2,474,264
Scope of Work:
The contractor is to provide all required labor, tools, material and equipment to make the masonry repairs/restoration to the exterior of the Old Guilford County Courthouse located at 301 West Market Street, Greensboro, NC 27401 and other associated repairs. Work includes but not limited to:
1. Masonry Restoration: Granite repairs and repointing of walls, entrance steps and landscape walls. Terra Cotta repair including unit replacement, repair and repointing. Brick repair and repointing. Masonry cleaning of granite, terra cotta, and brick.
