BACKGROUND
Background
The Interactive Resource Center (IRC) provides day center services to individuals experiencing homelessness in and around downtown Greensboro. The IRC has identified a need to put a perimeter fence around their property to strengthen safety, reinforce their responsibility as a community partner, and ensure a secure and welcoming environment for both their guests and neighboring residents. This fence project has been designed to help reduce concerns with individuals trespassing after hours, setting up tents, and gathering on the property without approval. The fence is also designed to improve safety by reducing access to the building by walking along railroad track that runs behind the IRC building.
The fence also includes an automatic gate with access controls specifically to enhance emergency responder access after hours when the main gate is locked. The total cost of the project including the electrical work for the automatic gate for emergency responders is $94,639. The IRC has requested support from both the County and the City of Greensboro for $30,000 each ($60,000 total) to support this project, with the Community Foundation of Greater Greensboro providing the $34,693 balance of the project costs. County staff have reviewed the request for collaborative investment and are now presenting this request for the Board of Commissioner's consideration.
This request would utilize ARPA Enabled Funds that were allocated to the Homelessness Taskforce in 2022. As part of the allocation of American Rescue Plan Act (ARPA) funding, certain priorities were authorized under revenue replacement and accounted for in the ARPA Enabled Fund. The Homelessness Taskforce is one of these funding priorities allocated in the ARPA Enabled fund.
