BACKGROUND
background
This contract is an Adult Day Care contract between Guilford County Department of Health and Human Services Division of Social Services and Adult Center for Enrichment for Adult Day Care/Health and Transportation Services. The contract and funding/case management is needed to support aged and disabled adults in Guilford County who are vulnerable and at risk for placement into a long term care living situation and/or who are at significant risk for social isolation without the daily activities/supervision. Services also assist with supporting the personal independence of older adults and promoting their social, physical, and emotional well-being.
In the event that this ADC contract is not granted the economic impact would be great; ranging from the possibility of lost wages for caregivers (30) in order to keep their family member at home, increased costs for long term placement (Medicaid), and it would increase the potential for Adult Protective Services reports made to Guilford County.
Is the cost reasonable?
Yes
The daily reimbursement rate for Adult Day Care services to a Center $33.07 per day for SSBG participants and $39.67 per day for HCCBG participants. The average cost for and individual/and or family to pay privately from $56 per day to $70 per day. Additionally, our assistance serves to prevent premature substitute care or out of home placement when there is no other responsible person to help with these tasks. For example, (the Medicaid rate for an individual in a Facility is $1182.00 per month and the average cost of providing up to 20 units of Adult Day Care services is approximately $661.00 - $793.00 per month). Providing Adult Day Care services saves both the County and State money.

The Adult Center for Enrichment contract for last year was $279,584.00. However, we will need to decrease the amount of funding this year to maintain current services. This year’s contract will be decrease to $274,023.70 for FY2017-2018 due to funding.
Is this service mandated?
According to the NC Adult Day Care and Day Health Standards for Certification, The Division of Social Services has responsibility for all aspects of program certification which includes monitoring, on a monthly basis, the Adult Day Care/Health (ADC/ADH) centers in Guilford County for compliance with State Certification Standards; for assisting centers with their required annual recertification process; for providing technical support to these existing businesses in our community; and for providing assistance to those who wish to develop and open a new Adult Day Care/Day Health center in Guilford County. In addition, Adult Day Services Coordinators have the responsibility for investigating allegations of participant rights violations, violations of State ADC/ADH Standards and for reporting suspected abuse, neglect and exploitations situations. The NCGS 131D-6 requires Adult Day Care and Day Health programs to be certified prior to providing these services to the citizens of our county.
How many consumers served last year?
Guilford County DSS provided services on an average to 76 participants per month with Home and Community Care Block Grant (HCCBG) and Social Services Block Grant (SSBG) funding.

Approve (Price Only) contract, in substantial form, with Adult Center for Enrichment for adult day care services, by and through the Health and Human Services Department (Social Services Division). Contract amount is $274,023.70. The contract period will begin on July 1, 2017 and end on June 30, 2018. FUNDS COMMENSURATE WITH THE ADOPTION OF THE FY2017/2018 BUDGET.
