BACKGROUND
Background
The Piedmont Triad Regional Water Authority completed a Master Planning Study and is requesting the County's and local municipalities to pass a resolution of support.

RESOLUTION
Resolution
WHEREAS, The Piedmont Triad Regional Water Authority (PTRWA) has a longstanding commitment to providing reliable, high-quality water services to its member communities;
WHEREAS, since its establishment in 1986, PTRWA has operated as a collaborative regional entity, supporting economic growth and environmental stewardship across the Piedmont Triad region;
WHEREAS, in 2023, PTRWA assembled an exploratory committee to look at regional water and wastewater capacity development;
WHEREAS, in 2024, PTRWA completed a strategic plan with a long-range vision, mission, and values aimed at establishing the organization as a utility empowered to provide both water and wastewater utility services throughout Guilford and Randolph Counties;
WHEREAS, PTRWA also developed a business case in 2024 to expand PTRWA’s regional capacity portfolio. The completion of a detailed feasibility analysis for the selected regional alternative and the establishment of binding documents to implement the proposed solution remain;
WHEREAS, the Guilford County Board of Commissioners affirms the county’s ongoing commitment to PTRWA’s leadership role and capability to prioritize and fully evaluate recommended regional utility capacity development alternatives; and
NOW, THEREFORE BE IT RESOLVED, by the Guilford County Board of Commissioners, that the Board affirm by resolution of support Piedmont Triad Regional Water Authority’s (PTRWA) Master Planning Study and efforts including the study’s prioritization of recommended regional wastewater capacity development alternatives.
