BACKGROUND
Background
The overall objective of the Governor's Highway Safety DWI Taskforce grant is to provide programs which address traffic related issues such as unrestrained drivers, children, speeding and motorist driving while impaired and offers community education on these issues.
If approved and awarded, grant funding will assist with salaries and benefits for all supporting taskforce officers, kits used to test blood for impairing substances, and training and travel costs for taskforce members, for both in-state and out-of-state. The grant funds will be used to pay for six (6) positions: 1 Sergeant, 1 Master Corporal, 1 DWI Educator and three Sheriff Deputies. The total cost of the program is $569,698 with Guilford County providing $427,273 (75%) and State/Federal funding providing $142,425 (25%).

DWI Educator:
From January 2019 through June 2023 the DWI Educator has conducted 394 educational presentations, displays, classroom and/or community events. These events have reached approximately 18,050 people and educated them on the impact of Driving While Impaired and the importance of not Driving While Impaired.
The revenue generated for the operation of the FY23 grant project will be decreased, due to the High Point Police Department (HPPD) no longer participating in the DWI Taskforce. HPPD elected to drop from the taskforce, because of personnel shortages. The police department determined it needed the extra officers to be available for the needs of the city of High Point.

REQUESTED ACTION
Requested Action
1) Amend the FY23 DWI Taskforce Grant project ordinance to reduce the appropriation to the project by $199,000 and reduce Other Revenue by $199,000.
2) Accept receipt of FY24 DWI Taskforce Grant in the amount of $569,698 and adopt grant project ordinance for FY24 DWI Taskforce Grant in the amount of $569,698 with $142,425 in federal/state funds, $129,282 in appropriated fund balance and $297,991 in transfer from the General Fund.
3) Transfer six (6) positions from existing grant projects to the FY24 DWI Taskforce Grant, effective 10/1/23.
