BACKGROUND
Background
Illicit drugs are increasingly being embedded into the ink and paper used to print documents or books bypassing traditional security protocols. These substances present a significant threat to inmate health and facility safety. The Guilford County Sheriff's Office is committed to ensuring the security of the Detention Facilities and the safety of all people, who either reside or work in them.
The Sheriff's Office has identified a piece of equipment, which will assist in the detection of contraband. This piece of equipment is the RaySecur brand MailSecur 300 Contraband Detection Device. With RaySecur, staff can detect contraband inside legal mail, inmate personal mail, personal documents, and court documents, without the need to open the envelope. By keeping items sealed, it will help keep officers, staff, & inmates safe. The MailSecur300 (MS300) detects small amounts of powder, liquid, tiny electronics, weapons, SIM cards, & various other prohibited items. More importantly, the devices can detect paper treated with illicit substances as well as legal substances, such as bug spray and embalming fluid. Normal scan devices or inspection methods, such as X-ray, identification devices and K-9 sniffs, can not identify or detect these substances.
The Sheriff's Office is requesting approval to purchase two (2) MailSecur 300 devices. One will be used at the High Point Detention Center and the other at the Greensboro Detention Center. The Sheriff's Office seeks to utilize existing Federal Forfeiture funds to make this purchase. The amount for both devices is $209,710. The purchase of the devices includes five (5) years of software and support. There will be no required extra costs after the purchase for maintenance or updates.
Prior to approval of this action, the available balance of Federal Forfeiture funds is $839,786.

REQUESTED ACTION
Requested Action
Amend the General Fund budget ordinance to increase Law Enforcement in the amount of $209,710, with $209,710 in appropriated fund balance. Approve the Sheriff's Office to utilize $209,710 from the Federal Forfeiture funds to purchase two (2) MailSecur 300 devices, as authorized by the federal contract purchasing exemption of G.S. 143-129(e)(9a).
