BACKGROUND
background
On May 27, 2021, the North Carolina Department of Health and Human Services (“NC DHHS”) awarded the Guilford County Sheriff’s Office (“GCSO”) a grant contract entitled “Opioids and COVID: Supporting Justice Involved Individuals with Substance Use Disorder (‘SUD’) during COVID”. Contract funds were to be used for comprehensive re-entry planning to assist justice-served individuals upon release by connecting them with needed treatments and by providing them with harm reduction programs and other support services.
The total amount of the contract was $478,030.00 with those funds to be reimbursed by NC DHHS to Guilford County upon receipt of financial reports and supporting documentation from the GCSO. This contract was presented to the Board of Commissioners during its June 17, 2021 regular public meeting and approved by unanimous vote. The initial contract period was for twenty (20) months from May 1, 2021 to December 31, 2022 and was previously extended through June 30, 2023. To date, the County has spent or encumbered over $252,000 of the award. The two positions associated with this grant were eliminated at the end of the grant term of June 30, 2023. With the extension, the Sheriff's Office will work with NC DHHS to reallocate the award to support Naloxone and Buprenophine distribution and support the reentry program.
The impact of COVID-19 and GCSO staffing shortages necessitate one further extension through December 31, 2023 to maximize the benefit of the grant contract. The NC DHHS has been consulted and approved the extension. The requested extension through December 31, 2023 will not increase the original contract amount nor will it change the original scope of work, performance standards, or performance monitoring, quality assurance, or financial reporting requirements.

Approve an extension through December 31, 2023 of the NC DHHS contract award entitled “Opioids and COVID: Supporting Justice Involved Individuals with Substance Use Disorder (‘SUD’) during COVID” and amend the FY24 Budget Ordinance by increasing the General Fund revenue in the amount of $225,735 and increasing appropriations to Law Enforcement by the same amount.
