BACKGROUND

Background

Guilford County Commissioners and staff, in cooperation with Daymark Recovery Services, have identified a need for and opportunity to provide additional sixteen (16) longer-term group living beds for adults with substance use disorders.  These beds will provide longer-term residential recovery services for persons with substance use disorders and will include access to existing treatment services on a routine basis.  Daymark is currently licensed to operate these beds, but they have not been in operation since 2011 due to staffing and funding limitations.

 

Operation of these additional 16 long-term group living beds will require Daymark to add 4.0 FTEs to meet State staffing ratio and coverage requirements.  The estimated timeline to start this service is about 90 days, depending on the time it takes Daymark to fill the positions.  The full year cost is $520,845 including $271,480 for staff and administration, $249,365 for operating costs.  For the first year, there is an additional $22,184 for one-time start up costs including furnishings, fixtures, equipment, and some minor facility expenses.

 

Daymark estimates that these 16 long-term group living beds will serve about 32 individual clients per year, with about 75% of those individuals having opioid use disorder or a history of it.  The availability of MAT at the Gibson Park facility is expected to be a significant reason for the participation of clients with opioid use disorder.  The overall treatment course and associated recovery programming provided for clients in these beds will last for 18 months total with clients encouraged, but not required, to participate for the entire time.

 

County staff recommends authorizing funding in the amount of $326,011 which includes $303,827 for seven (7) months of operational costs of plus $22,184 for initial startup costs including furnishings, fixtures, and equipment, with the funding authorization effective starting on December 7, 2023 and ending June 30, 2024.  A full-year funding authorization for FY 2024-25 will be brought as part of the FY 2024-25 budget.  No additional County positions are needed for this program.  Staff also recommends that the County enter into a direct service agreement with Daymark for this program to facilitate compliance, monitoring, and reporting in accordance with the Opioid Settlement MOA.  Such an agreement needs to be developed upon the County Commissioners' approval of the program.

REQUESTED ACTION

Requested Action

Approve the Opioid Settlement Spending Resolution for the use of Opioid Settlement funds to fund Long-Term Group Living Beds at Daymark's Gibson Park facility under Exhibit A, Strategy 2, in the amount of $326,011, starting December 7, 2023 and ending June 30, 2024; approve an increase of the Opioid Settlement Fund budget by $326,011 in Other Revenue and the same amount in appropriation to Opioid Settlement for these activities; and authorize the County Manager, or their designee, to enter into an appropriate to-be-developed contract or amendment to an existing contract with Daymark for the provision of this service up to the amount and within the effective dates of the spending authorization.
