BACKGROUND
Background
In 2019, the Sheriff's Office was awarded sole source exception to use Norment Security Group, Inc. to provide maintenance to the existing Strike Industries Video Visitation System and the Airteq/Norment detention hardware installed in Jail Central (Greensboro). Norment Security Group, Inc. is now known as Cornerstone Service & Supply. The maintenance contract for this equipment is expiring June 30, 2024.
The Sheriff's Office is requesting to maintain sole source exception to Cornerstone Service & Supply, 621 Poole Drive, Garner, NC 27529 to provide maintenance to the video visitation system and the Airteq/Norment detention hardware installed in Jail Central. Under the extended warranty the Vendor will provide:
1. Software Programming Support of the Cornerstone provided PLC, IP Fusion Touch Screen Control Software, Bosch Video Management System (BVMS), Access Control, and Intercommunications. This extends to the camera count listed on the equipment Attached Equipment List, and annual Software Maintenance Support Agreements (SMA).
2. Hardware Replacement: Covers all equipment listed in the Attached Equipment List of this document to include CCTV, Intercom, PLC control and Touch Screen PCs, UPS, and Access Control.
3. Hard-line Replacement: Covers all Cornerstone-provided Detention and Cornerstone-provided non-detention security locks, slider, and swing door devices.
4. One (1) complete Preventative Maintenance Service performed on all Detention locking hardware and Builders’ locking hardware spread across the course of the warranty year.
5. One (1) complete Preventative Maintenance Service performed on the facility Electronic Security Systems (ESS) hardware spread across the course of the warranty year.
Funds to support this contract will be included in the Sheriff's annual budget for the upcoming five (5) fiscal years.

Year 1 $413,291.25 July 1, 2024 - June 30, 2025
Year 2 $425,689.99 July 1, 2025 - June 30, 2026
Year 3 $438,460.69 July 1, 2026 - June 30, 2027
Year 4 $451,614.51 July 1, 2027 - June 30, 2028
Year 5 $465,162.94 July 1, 2028 - June 30, 2029

Requested Action
Approve a sole source contract, in substantial form, with Cornerstone Service & Supply to provide maintenance to the existing Strike Industries Inmate Video Visitation System and the Airteq/Normant detention hardware installed in Jail Central (Greensboro) in the amount of $2,194,219.38 for a five (5) year period beginning July 1, 2024.
