BACKGROUND
background
Guilford County DHHS - Division of Social Services (DSS) contracts with Youth Focus to provide residential foster care, and therapeutic services to children in foster care, that will comply with Child and Family Services Reviews, safety, permanency and well-being standards. This is a price only contract for up to $350,000. Term rates are as follows:
State-approved Residential Facilities rate (Emergency Placement Rate if child is not authorized for therapeutic foster care (TFC))

13-up $4,516.00/month
TFC rate (various foster care locations for Medicaid approved clients)

When children are placed in DSS custody, there is a legal obligation to provide the most appropriate placement. This placement must be able to address the social, emotional and behavioral needs of the children. Since agencies have the authority to accept children based upon: availability of beds; if a child will fit into their current population; and if the agency is able to accomodate the child's needs; DSS requires an adequate pool of resources to address ongoing placement needs. A contract with this facility is an endorsement by our agency. Youth Focus served seventeen (17) children last year, and by the end of this fiscal year, contract costs will exceed $340,431.

Approve DHHS - Division of Social Services price only contract, in substantial form, with Youth Focus for residential foster care and therapeutic services in the amount of $340,431. The contract period will begin July 1, 2016 and end June 30, 2017.
