BACKGROUND
Background
As a collective effort which we have pursued in prior years, the City of Greensboro (on behalf of the Greensboro Police Department {GPD}), as lead applicant and primary recipient; along with Guilford County (on behalf of the Guilford County Sheriff's Office {GCSO}) and City of High Point (on behalf of the High Point Police Department {HPPD}) as sub-recipients, have applied and been awarded the funding through the United States Department of Justice-Bureau of Justice Assistance ("USDOJ-BJA") Edward Byrne Memorial Justice Assistance Grant ("JAG grant"). These funds are used to purchase equipment that the law enforcement agencies cannot otherwise afford and are not part of their normal budget purchases. These expenditures are meant to enhance law enforcement service levels and increase officer safety and efficiency to reduce crime and improve the quality of life of the citizens we serve.
The grant presently before the Board for approval is the FY24 iteration of the JAG. From this grant, the GCSO will receive $66,547. Depending on final pricing, the Sheriff's Office will fund the difference of $1,253 with existing funds.
• Five (5) K-9 Ballistic Armor vests @ $3,800 per vest = $19,000
• Two (2) Nest Cameras @ $850 per camera = $1,700
• One (1) Data Pilot Mobile Extraction Device @ $3,000 per device = $3,000
• One (1) Crime Scene Measuring Device @ $1,700 per device = $1,700
• Four (4) Computers for Legal Process @ $1,000 per computer = $4,000
• One (1) Monitor for Legal Process @ $300 per monitor = $300
• One (1) Camera system for Transportation Vans @ $14,000 per system = $14,000
• Two (2) 8” Touchscreen Patient Monitors @ $1,300 per monitor = $2,600
• One (1) Replacement Dryer in High Point Jail @ $7,500 = $7,500
• One (1) Dental X-ray in GSO Jail Central @ $5,500 = $5,500
• One (1) Replacement Dryer in GSO Jail @ $8,500 = $8,500
The GCSO, GPD, and HPPD are utilizing "performance measures" promulgated by the USDOJ-BJA (Bureau of Justice Administration) to gauge the effectiveness their respective law enforcement strategies and use of JAG funds. Each performance measure is designed to focus on successfully achieving results. Results will be reported quarterly to the Bureau of Justice Assistance via the Performance Measurement Tool (PMT) to ensure accountability and allow an overview of the progress we are making towards the results we are seeking.

Requested Action
Approve receipt of the FY2024 Edward Byrne Justice Assistance Grant in the amount of $66,547.00; adopt grant project ordinance for FY24 JAG GSO Grant in the amount of $66,547 with $66,547 in Federal/State Funds; and authorize staff to enter into the associated Interlocal Agreement and Subrecipient Agreement, in substantial form. Funds will be used to purchase the above listed items.
