BACKGROUND
Background
Law Enforcement requests funding to construct a canine (K9) facility capable of kenneling thirteen (13) departmental canines, which will include a training facility for the dogs and their handlers. These officers are instrumental in the apprehension of dangerous criminals, locating lost or kidnapped individuals, and illegal drug and bomb detection. To maintain proficiency and certifications, canines and their handlers must commit to continuous training, which will be conducted in the new facility. Additionally, handlers will utilize the facility to train newly acquired canines, who are normally purchased untrained, at a lower cost to the County. Furthermore, trained canines require qualified handlers and can not simply be boarded, should the handler require leave of absence or request approved vacation leave. These highly trained resource animals need to be housed in a facility equipped to meet their needs and maintain their training regimen.

The total cost of the project is estimated at $135,850, and Law Enforcement requests appropriation from the balance of Federal Forfeiture Funds to purchase supplies, permits and cover costs associated with construction of the facility. The current Federal Forfeiture fund balance is $791,485.

Requested Action
Approve the increase of $135,850 in appropriated Fund Balance (Federal Forfeiture Funds) and increase the appropriation to Law Enforcement. Direct staff to take such actions necessary to secure the purchase of the equipment and enter into any necessary agreements.
