BACKGROUND

Background

The Katie S. Cashion Center, located at 201 S. Greene Street experienced a fire on Sunday, July 6 that originated on the third floor, which houses the County Finance Department. The fire resulted in extensive smoke and soot infiltration throughout the building, including common areas, ventilation systems, and adjacent departmental spaces. As a result, multiple critical county departments-Finance (including Purchasing), Human Resources, and Family Justice-were displaced. The building has been closed to both staff and the public due to health and safety concerns. The presence of extensive soot contamination required immediate environmental cleaning to prevent further deterioration of building infrastructure, safeguard sensitive equipment and documents, and eliminate health hazards for employees and visitors. Given these exigent circumstances, it was necessary to retain a qualified vendor without delay to initiate specialized fire remediation services, mitigate further damage, and expedite the restoration of essential government operations.  Immediate professional cleaning and environmental remediation were necessary to contain the impact, eliminate health risks, protect public assets, restore essential operations, and expedite the safe reoccupation of the facility.

 

The County executed an initial $200,000 contract under the County Manager’s authority to deploy Sasser onsite without delay. This swift action enabled Sasser to begin critical efforts to stabilize the facility, mitigate further damage, and preserve both the building and its contents.

 

The estimated total cost for the Greene Street post fire remediation is $1,000,000 therefore this amendment for $800,000 will cover most of the restoration effort required before contractors can be brought in for the repairs required for staff to return.

Approve a service agreement with Sasser Restoration for the urgent post-fire remediation and demolition services needed at 201 S. Greene Street as authorized by the emergency exemption of G.S. 143-129(e)(2) for a total cost of $1,000,000; approve a budget amendment of $1,000,000.
