BACKGROUND
Background
On May 5, 2016, the Board of Commissioners approved the transfer of local and state Public School Building Capital Funds from the High Point SCALE project to the Roofing System-Wide project to replace roofs at Grimsley High School. While the total transfer amount between these two projects was correct ($254,494), adjustments need to be made to the sources of funds used for the transfer. The correct funding sources should be $190,870 of state Public School Building Capital Funds and $63,624 of funds transferred from the General Fund. The May 5, 2016 project ordinance amendment moved all of the money from state Public Schools Building Capital Funds. All funds are already in existing project ordinances, so no additional County funds are needed to complete the changes.
In addition to approving the project ordinance amendments noted above, the Board is asked to approve the application to release state Public School Building Funds for re-roofing the auditorium and main office area at Grimsley High School. Both the Board of Education and the Board of Commissioners are required to approve the application request. The Chair of the Board of Education signed the approval on September 14, 2016.

1. PROJECT ORDINANCE FOR ROOFING - SYSTEM-WIDE
BE IT ORDAINED by the Board of County Commissioners for Guilford County, North Carolina that for the following capital project ordinance for Roofing System-wide adopted November 15, 2012; amended June 18, 2015; amended December 3, 2015; and amended May 5, 2016 is hereby amended in accordance with G.S. 159-13.2:
SECTION 1. The following planned expenditure and associated revenue are hereby authorized and appropriated in connection with this project:
PROJECT NAME: Roofing - System-Wide
EXPENDITURE: $4,439,748 to Roofing - System-wide
REVENUE: $4,184,595 Bond Proceeds
$190,870 State Public School Blding Capital Fund Proceeds
$64,283 Transfer from General Fund
SECTION 2. This project ordinance authorizes all appropriations necessary for the completion of this project and it need not be readopted in any subsequent fiscal year. The budget officer shall include in subsequent budgets information and appropriations for this project during the budget year.
SECTION 3. This ordinance shall be duly entered in the minutes of the Guilford County Board of Commissioners. Within five days after adoption, a copy hereof shall be filed with the Finance Director, Budget Director, and Clerk.
SECTION 4. This ordinance may be amended in any manner so long as it continues to fulfill the requirements of G.S. 159-13.2 and other applicable laws.
ADOPTED on first reading this October 6, 2016 in accordance with G.S. 159-17.

BE IT ORDAINED by the Board of County Commissioners for Guilford County, North Carolina that for the following capital project ordinance for High Point SCALE Site in Guilford County adopted on November 15, 2007 and amended on May 5, 2016 is hereby amended in accordance with G.S. 159-13.2:

SECTION 2. This project ordinance authorizes all appropriations necessary for the completion of this project and it need not be readopted in any subsequent fiscal year. The budget officer shall include in subsequent budgets information and appropriations for this project during the budget year.

REQUESTED ACTION
Requested Action
1) Approve the following amendments to the Guilford County Schools ROOFING - SYSTEM-WIDE capital project ordinance: decrease State Public Building Capital Fund Proceeds by $63,624 and increase Transfer from General Fund by the same amount.
2) Approve the following amendments to the Guilford County Schools HIGH POINT SCALE SITE capital project ordinance: decrease Transfer from General Fund by $63,624 and increase State Public Building Capital Fund Proceeds by the same amount.
3) Approve the attached application to release state Public School Building Funds for re-roofing the auditorium and main office area at Grimsley High School. Both the Board of Education and the Board of Commissioners are required to approve the application request. The Chair of the Board of Education signed the application on September 14, 2016.
