BACKGROUND

Background

As a collective effort that we have pursued in prior years, the City of Greensboro (on behalf of GPD), as lead applicant and primary recipient; along with Guilford County (on behalf of the GCSO) and City of High Point (on behalf of the HPPD) as sub-recipients, have applied to the United States Department of Justice-Bureau of Justice Assistance ("USDOJ-BJA") for federal funding through the FY23 iteration of the Edward Byrne Memorial Justice Assistance Grant ("JAG grant"). These funds will be used to purchase equipment that the law enforcement agencies cannot otherwise afford and are not part of their normal budget purchases.   These expenditures are meant to enhance law enforcement service levels and increase officer safety and efficiency to reduce crime and improve the quality of life of the citizens we serve.

 

From this grant, the GCSO will receive $79,326.  With the BOCC's approval, the GCSO will purchase the items identified below which will benefit multiple divisions within the Sheriff's Office. See attached Item Description Chart.  Specifically, items #1 and #2 will be used to help with the implementation of the Real Time Crime Center ("RTCC"). Item #3 will be used to train deputies responding to armed individuals and active shooter events. Item #4 will be used to replace an outdated camera system currently installed in the GCSO's transportation vans.  Item #5 will be used by the Sheriff’s Emergency Response Team ("SERT") for training and actual emergency call outs. Item #6 will be used by the Underwater Recovery Team ("URT") to find evidence located in a body of water.  Item #7 will be used to conduct undercover surveillance.  The itemized cost for these items will be $79,420, of which is $94 greater than the grant amount of $79,326.  This difference will be with be covered with available funds in the Sheriff's FY 2023-24 budget.

 

The GCSO, GPD, and HPPD are utilizing "performance measures" promulgated by the USDOJ-BJA to gauge the effectiveness their respective law enforcement strategies and use of JAG grant funds.  Each performance measure is designed to focus on successfully achieving results. Results will be reported quarterly to the Bureau of Justice Assistance via the Performance Measurement Tool (PMT) to ensure accountability and allow an overview of the progress we are making towards the results we are seeking.

Approve the Guilford County Sheriff's Office participation in the FY23 Justice Assistance Grant (JAG), and the associated Interlocal and Subrecipient agreements (between Guilford County and the City of Greensboro), in substantial form, along with any associated budget amendments to accept the funds in order to fulfill the grant requirements
