BACKGROUND
Background
Public Health seeks approval to accept and implement new funding for the Local Health Department to prepare for and begin utilizing the National Fatality Review Case Reporting System (NFR-CRS). This funding was appropriated by the North Carolina General Assembly to support changes mandated by North Carolina Session Law (NCSL) 2023-134, which restructures the state’s child fatality prevention system and mandates participation in the NFRCRS by July 1, 2025.
NCSL 2023-134 established a State Office of Child Fatality Prevention within the Division of Public Health (DPH) under the Department of Health and Human Services. The law requires Local Teams, as defined under G.S. 7B-1413.5, to begin reporting child fatalities and serious injuries into the NFR-CRS. This web-based system, managed by the Michigan Public Health Institute (MPHI) in partnership with the Maternal and Child Health Bureau, facilitates the collection, analysis, and reporting of data shared during child death reviews.
The funding provided through this Agreement Addendum will offset costs associated with implementing the NFR-CRS, including system access, staff training, and operational adjustments for compliance with the updated requirements.
The Guilford County Public Health Department will use the provided funds to:
• Train staff and Local Teams on the use of the NFR-CRS.
• Establish guidelines and workflows for effective participation in the NFR-CRS.
• Ensure alignment with the State Office of Child Fatality Prevention's guidelines and timelines.
• Begin reporting data in compliance with NCSL 2023-134 by the mandated deadline of July 1, 2025.
This initiative will involve all multidisciplinary Local Teams within the county responsible for child death reviews. These teams will consist of representatives from public health, law enforcement, social services, and other relevant stakeholders. The funding and implementation will directly support participation across these teams.
Implementation will adhere to the guidelines and training protocols provided by the State Office of Child Fatality Prevention. Compliance with the requirements of the NFR-CRS, including the proper collection, analysis, and submission of data, will be a priority to strengthen the state’s child fatality prevention system.
The NFR-CRS is a secure, web-based platform hosted by the National Center for Fatality Review and Prevention under MPHI. The system will be used to capture detailed case information from child death reviews, allowing Local Teams to identify trends, evaluate risk factors, and develop prevention strategies based on comprehensive data analysis.
