BACKGROUND
Background
The NC Dept. of Agriculture and Consumer Services - Division of Soil and Water Conservation provides annual Soil and Water Conservation District Matching funds for operating support to each county equally. Additionally, cost share funds are allocated for technical assistance positions (Jamey Walker, Technician) to assist with implementing cost share program activities for the Guilford Soil and Water Conservation District (District). As outlined in the agreement, the District has submitted a District Strategy Plan for cost-share programs for FY 2018-19. The total contract amount, including the District's match, is $121,140 with a project end date of June 30, 2020. For FY 2017-18, $3,600 was allocated in District Matching Funds with $26,550 in cost share technical assistance ($30,150 total). The additional 50% matching funds are provided by the District through cash and/or in-kind contributions.
For FY 2018-19, Amendment 01-2019 includes $3,600 in District Matching Funds and $26,820 ($25,500 Salary and Benefits plus $1,320 Operating Expenses) awarded for Cost Share Technical Assistance ($30,420 total). The FY 2018-19 Soil and Water Conservation District's adopted budget includes the $3,600 District Match requirement and $26,550 in cost share technical assistance ($30,150 total) based on actual FY 2017-18 and estimated FY 2018-19 allocations. The difference between the $30,550 estimated allocation at time of budget approval and the $30,420 actual allocation based on State approval is $270, with no change in district matching funds.
The District has in place a secondary employment policy in accordance with the Commission Guidelines on Secondary Employment that protects the District, its employees, Guilford County, the Agency, and the Commission from any actual, potential or perceived conflict of interest.

Requested Action
Approve Contract#18-024-4102, Amendment#01-2019 with the NC Department of Agriculture and Consumer Services - Division of Soil & Water Conservation for District Matching funds and Cost Share Technical Assistance. Approve an increase of $270 in Federal/State revenues and increase the FY 2018-19 Soil and Water Conservation budget by the same amount to reflect the difference between current FY 2018-19 budgeted funds (based on estimated allocation at time of budget preparation) and actual funds allocation, per contract.
