BACKGROUND

Background

The County is responsible for ensuring medical transportation services for Medicaid clients.  To meet transportation requirements, the County contracts with a number of outside vendors to provide most of the Medicaid transportation trips.  Medicaid transportation is funded through state and federal revenues.

 

From July 2015 through February 2016, the County has experienced a 47% increase in the number of Medicaid trips compared to the same time period last fiscal year (81,800 trips versus 55,600 trips).  This increase results from the closing of a local Medicaid transportation provider, an increase in the number of Medicaid-eligible children in foster care (foster care parents are reimbursed for transportation to/from medical appointments for eligible children), and a general increase in the number of residents eligible for Medicaid (+ 5.3% or +5,200 enrollees since February 2015).  To meet the County's mandated Medicaid transportation responsibilities, a budget amendment is needed to ensure transportation services through June 30, 2016.  Additional state and federal revenues will be available to cover the additional transportation costs.

Requested Action

Approve an amendment to the FY15-16 Budget Ordinance increasing the Public Assistance Mandates budget by $1,300,000; increasing Federal/State revenues by $1,300,000; and making the noted internal adjustments to the Transportation budget to provide for mandated Medicaid-related transportation services through June 30, 2016.
