BACKGROUND

Background

Currently the Guilford County Sheriff's Office (GCSO) operates a shooting range on County property located on County Farm Road.  To properly secure the site from accidental entry or trespassing, staff are recommending the installation of a perimeter fence to secure access for the range.  The proposed fencing would extend from the southern property boundary on County Line Road along the southern boundary to encompass the range berms before turning north and eventually back west to the northern property boundary and extending back to County Line Road.  The attached graphic illustrates the proposed fence route.

 

Facilities staff have reviewed this with the GCSO staff, who have found the route to be acceptable.  Appropriate secured access gates will be installed along the fence per GCSO needs.  This Capital Ordinance allows staff to award a competitive bid for the work.  The estimated cost for the work is $170,000 which includes necessary surveying, clearing of pathways, installation of fencing and gates and any needed signage.

 

Facilities solicited bids for the fencing project at the shooting range.  Five (5) bids were received ranging from $148,500 to $227,822.  Pinpoint Fencing of Belmont NC was the lowest bidder at $148,500.  Staff recommends adding $6,500 for contingency to the Pinpoint contract to handle unforeseen events during installation.

 

Additionally, a separate contractor will be removing trees and debris in the wooded area to allow fence installation.  The total cost of the project is summarized below:

REQUESTED ACTION

Requested Action

Adopt a capital project ordinance for the GCSO Shooting Range Fence in the amount of $170,000 with $170,000  in appropriated fund balance.

Award, in substantial form, a contract in the amount of $155,000 to Pinpoint Fencing to provide and install the fencing and authorize staff to take all necessary action to execute said contract.
