BACKGROUND
Background
The Board of County Commissioners approved project ordinances for the 2020 $300 million dollar bond referendum on April 15, 2021, and on January 5, 2023, for the 2022 $1.7 billion bond referendum projects. The amount of each project ordinance was based on the budget for the project included in the Guilford County Schools Master Facilities Plan issued in 2019.
The initial ordinance for projects in the table below was limited to the design and program management services only. As we continue moving forward, it is time to allocate funding for construction manager‐at‐risk preconstruction services and professional services such as traffic engineering, land surveying, geotechnical exploration services, construction materials testing/ special inspections, commissioning services, etc. to support the design and bid phases of the projects.
On May 21, 2024 the BOE approved revised project ordinances which include the following:
(1) Allen Jay Elementary, Current project ordinance: $5,207,070, Ordinance Increase: $2,000,000, Revised project ordinance: $7,207,070
(2) Sternberger Elementary, Current project ordinance: $3,818,849, Ordinance Increase: $2,500,000, Revised project ordinance: $6,318,849
(3) Sumner Elementary, Current project ordinance: $4,500,000, Ordinance Increase: $2,000,000, Revised project ordinance: $6,500,000
(4) Swann Center 6‐12, Current project ordinance: $5,000,000, Ordinance Increase $2,000,000, Revised project ordinance: $7,000,000

REQUESTED ACTION
Requested Action
Increase revenues and expenses for Allen Jay Elementary from $5,207,070 to $7,207,070, an increase of $2,000,000; increase revenues and expenses for Sternberger Elementary from $3,818,849 to $6,318,849, an increase of $2,500,000; increase revenues and expenses for Sumner Elementary from $4,500,000 to $6,500,000, an increase of $2,000,000; and increase revenues and expenses for Swann Center from $5,000,000 to $7,000,000, an increase of $2,000,000. This is a total increase to the projects of $8,500,000 to be funded through bond proceeds.
