BACKGROUND

Background

When preparing ambulances for service, the County has several options for how these ambulances can be transitioned into service. Options include purchasing a new chassis and new box OR purchasing a new chassis and mounting an existing box. With the increase in the costs of new ambulances and ambulance boxes this item is requesting to remount an existing ambulance box on a chassis that was purchased during the Board's September 4, 2025 regular meeting.  This will remount one (1) transport ambulance on a Ford F550 chassis at a total cost of $137,327. The existing chassis condition will be evaluated for possible use as a shop truck, support vehicle, or surplus.

Emergency Services worked with Purchasing staff to define the scope of the remount process and secured pricing through the Houston Galveston Area Council (HGAC) purchasing collaborative from Northwestern Emergency Vehicles located in West Jefferson, NC.  The HGAC contract price is $133,327 per unit.  The unit box will be moved to new chassis with new paint, lights, trim and up-fit of the ambulance box with new suspension, floors and upholstery, as well as repair of any issues.  Northwestern Emergency Vehicles is the local North Carolina dealer and is the authorized repair facility for American Emergency Vehicles, which manufactured the original ambulance box.

North Carolina Division of Motor Vehicles charges a 3% Over The Road (OTR) tax on these vehicle up-fits and will be $3,999.81 for this remount.

Requested Action

Approve the remount of one (1) existing ambulance box on an owner provided chassis with up-fit  as authorized by the cooperative purchasing exemption of G.S. 143-129(e)(3) from with Northwestern Emergency Vehicles, in the amount of $133,327 plus $4,000 for the required DMV fees.
