BACKGROUND
Background
Guilford County Social Services provides foster care services and support for more than 750 children and youth who are in the County’s custody and care. When children cannot safely remain in their homes, the County is responsible for working to identify an appropriate placement that provides a safe, stable environment while also addressing each child’s individual needs.
Foster care placements can include family-based foster homes, therapeutic foster care, group homes, residential treatment settings, and other specialized placements. Because the level of care needed varies significantly from child to child, Guilford County contracts with qualified service providers that can offer different types of housing, supervision, treatment, and supportive services. These providers work closely with the County’s Children’s Services team to help ensure children receive appropriate care while staff continue working toward reunification, guardianship, adoption, or another permanent living arrangement.
Social Services is preparing Room and Board service contracts for the twelve-month period of October 1, 2026 through September 30, 2027. Contracts meeting the County’s threshold for Board approval are presented below. The amounts represent maximum contract authorizations and allow Social Services to access placements as needed based on the number of children requiring care, the type of placement available, and the individual needs of each child.

Together, these contracts provide up to $8.46 million in placement capacity and are an important part of the County’s broader foster care system. The contracts provide Social Services with access to a network of providers so that staff can identify placements that best meet the safety, behavioral health, developmental, and other needs of children in County custody.
Funding for the final three months of the contract term, July 1 through September 30, 2027, falls within FY2028 and will be contingent upon funding approved in the FY2028 budget
