BACKGROUND
Background
The High Point Police Department (HPPD) partners with the Guilford County Family Justice Center (GCFJC) to investigate and support violent crime victims. The department wants to expand its resources to include a GCFJC Navigator to triage referrals from HPPD and assist homicide survivors and other victims of crime throughout Guilford County. The GCFJC has a strong history of providing navigation services for persons seeking assistance who have experienced domestic violence, child abuse, elder abuse, stalking, and sexual assault. (HPPD) wishes to contract with the GCFJC to create a Navigator position funded for two years to expand triage support for the Violent Crimes Unit to include supporting homicide survivors and victims of other crimes, such as child abuse, domestic and sexual violence, and elder abuse, by addressing gaps in connecting community members to essential GCFJC partner services.
Annually, the GCFJC in High Point provides navigation to nearly 6,000 individuals impacted by violence and abuse. Of that, approximately 900 are children and 700 are older adults. The needs of homicide and abuse survivors are complex, and the GCFJC is uniquely equipped to provide expanded services and the supportive resource connections necessary to foster healing and hope after violence.
By creating a dedicated Navigator for HPPD within the GCFJC, HPPD officers can guide citizens to the GCFJC more effectively and efficiently. The dedicated Navigator will bridge service gaps, provide necessary triage and support for victims of violent crime in Guilford County, and connect the dots between HPPD investigations and the broader GCFJC partnership. In addition, the position will help connect homicide survivors as well as victims of elder abuse, child abuse, and underserved populations to the GCFJC for assistance. Year one of the program will be funded through HPPD equitable sharing funds and covered through routine operational funding located in the adopted High Point Police Operational Budget for Subsequent years. The 24-month County cost of the program is estimated to be $48,872 with $150,000 budgeted from City of High Point funds through September 30, 2027 (24 months).

REQUESTED ACTION
Requested Action
Approve interlocal agreement with the City of High Point for the FJC HPPD Navigator; adopt a grant project ordinance for FY 26/27 FJC HPPD Navigator Grant with $150,000 in Federal/State Funds and $48,872 in Transfers from Other Funds (General Fund); and establish one (1) new FTE for a Navigator position at the Family Justice Center associated with the interlocal agreement through September 30, 2027, or as long as funding is available. Authorize a transfer from the General Fund to the project ordinance for $24,436.
