BACKGROUND

Background

The Foundational Public Health Services (FPHS) framework was developed by the Public Health Accreditation Board Center for Innovation in 2013, and revised in 2022, to define a minimum package of core public health services areas that no public health jurisdiction can be without. The FPHS framework outlines the unique responsibilities of public health and the vital role of governmental public health in a thriving community.

 

The initiative spans all North Carolina local health departments (LHDs), ensuring equitable investment in public health infrastructure across urban and rural communities. The funding allocation model-80% base, 10% per capita, and 10% per county served-supports scalable improvements based on population size and service areas. The Foundational Capabilities are Assessment & Surveillance, Community Partnership Development, Equity, Organizational Competencies, Policy Development $ Support, Accountability & Performance Management, Emergency Preparedness & Response and Communications.

 

The activity focuses on enhancing the Foundational Capability of Accountability and Performance Management within the FPHS framework. Local health departments will use the funding to improve organizational performance tracking, implement evidence-based practices, and strengthen quality improvement efforts. Investments will address capacity gaps in workforce, technology, and data reporting systems. The initiative aligns with the FPHS framework and the North Carolina Foundational Capabilities Assessment (NC FCA).

 

The North Carolina Institute of Public Health, commissioned by the Division of Public Health (DPH), will facilitate the NC FCA to provide statewide and regional data on public health system performance. Local health departments will use this data to guide strategic investments, ensuring sustainable improvements in public health accountability and performance.

 

Public Health will use this funding to purchase iPad and iPad mobile carts for the clinical areas including registration, community outreach and mobile units.  The iPads are compatible with Cure Md, the current electronic medical record system.  This one time purchase aligns with our commitment to improving customer experience, streamlining operations, and collecting valuable data for continuous quality improvement (CQI) efforts.

 

The purchase of this equipment would result in future multi-year plan impact associated with the replacement of the equipment.
