BACKGROUND
Background
Due to increased and expected future development in Guilford County, the Town of Jamestown worked with Guilford County to develop the attached interlocal street addressing agreement. The Town of Jamestown would have the authority to name streets within their town limits and help provide addresses when executing zoning permits, while Guilford County staff would review and enter the information into our E-911 system.
On October 21, 2025, the Town of Jamestown adopted the attached resolution and approved the interlocal addressing agreement.
Staff request authorization, in substantial form, of the attached Guilford County resolution and interlocal addressing agreement.

RESOLUTION
Resolution
A RESOLUTION AUTHORIZING THE RATIFICATION AND EXECUTION OF AN INTERLOCAL AGREEMENT PERTAINING TO ADDRESSING RESPONSIBILITIES IN THE TOWN OF JAMESTOWN BY GUILFORD COUNTY FOR THE TOWN’S PROPERTIES THAT FALL WITHIN GUILFORD COUNTY.
WHEREAS, N.C. General Statute § 160A-461, “Interlocal cooperation authorized,” authorizes units of local government to enter into agreements with each other in order to execute an undertaking by one unit of local government on behalf of another unit of local government; and
WHEREAS, the Town of Jamestown wishes to enter into an individual agreement with Guilford County, by which Guilford County has agreed to provide addressing responsibilities to properties located within the municipality and extraterritorial planning jurisdiction of the Town of Jamestown, pursuant to the attached Interlocal Agreement, and doing so is in the public interest; and
WHEREAS, the Town of Jamestown has passed a Resolution on October 21, 2025, supporting the Interlocal Agreement wherein Guilford County would provide addressing responsibilities to properties located within the municipality and extraterritorial planning jurisdiction of the Town of Jamestown; and
NOW, THEREFORE, BE IT RESOLVED that the Guilford County Board of County Commissioners does hereby ratify and authorize, in substantial form, the attached Interlocal Agreements between Guilford County and the Town of Jamestown. The Guilford County Manager or an Assistant County Manager is hereby authorized and directed to execute the attached Interlocal Agreement, in substantial form. This resolution shall be spread upon the minutes.
