BACKGROUND

Background

With the passage of Infrastructure Investment and Jobs Act (IIJA), the Community Project Funding / Congressionally Directed Spending (CPFCDS) program was created, to support specific community projects as part of the annual appropriations process. Congressionally directed spending provisions generally include a specific period of time in which federal administering agencies must obligate the funding. Funds are considered obligated when a grant agreement is executed. To request this funding an agency must contact their Representative or Senator. The member of Congress can submit a request to their respective Appropriations Committee. If the funding request is approved in the Federal budget, an authorization is then made to a Federal agency or Department to administer the funds.

The Sheriff’s Office would like to submit such a request to both Representative Addison McDowell and Senator Thom Tillis’ office for $540,532 in funding for equipment for its Real Time Crime Center and Special Operations Division. As crime rates have increased in the County, it is necessary for the Sheriff’s Office to have the latest technologies available in order to maintain public safety. The items purchased will enhance the functioning and monitoring capabilities of the Real Time Crime Center and the investigative capacity of the Special Operations Division.

It is anticipated that the funding period will be from 10/1/2025 to 09/30/2026 and that the grant will be administered by the Department of Justice. There is no matching requirement for these funds. If awarded, the County would be responsible for replacing equipment in future major equipment plans.

The funds would be used for the following:

Evidence Section

New barcode scanners with grip. The ones they have are broken and SunGard will not upgrade them or replace them.

                     Unitech EA520 Mobile Computer (barcode scanners) $465.76 x 4 =  $1,863

                     Unitech standard gun grip @ $35.00 x 4 = $140

Major Crimes

Two new Talino KA-Review (forensic review) computers to replace the old ones which are no longer compatible with current software. These computers will assist detectives in reviewing Digital Forensic Evidence. The computers are designed to handle the heavy workloads needed to review large amounts of digital data. One DataPilot Mobile Device Extraction, used by Vice/MCIU to download phones on consent basis on-scene.

 

                     Talino KA-Review Computer (with all necessary components) x 2 =  $5,718

                     DataPilot Mobile Device Extraction =  $3,000

                     (4) Dome pole camera replacements $1,627.00 each. Total $6,508.

                     View commander upgrade to our current system  $1,000

                     Upgrade to our outdated surveillance van system $10,000

                     (2) Nikon Digital cameras for surveillance $1,300.00 each. Total $2,600.

Crime Scene Investigations Unit

                     Nikkor Z 6 II Camera (with Nikkor Z 24-120 mm f/4 S lenses, SB-5000 AF Speedlight flashes, and WR-R11b/WR-T10 remote set) $3,379.80 x 3 = $10,140

Latent Print Unit

New Latent Print Workstation to replace the current SPEX System which is nearing the end of its service life.

                     MBIS Latent Print workstation  =  $27,867

                     Purchase of Foster+Freeman DCS5 system for Latent Fingerprint Analysis  $151,086

                     Purchase of Latent Print Technology supplies, 120 runs of brass and 60 runs of silver colored materials, $5,610.

Air Support Unit

The additional items for the airplane which will create a safer and more efficient/effective Air Support Unit.

                     Garmin GTN 750XI (including installation) = $21,000

                     GTX 345 ADSB IN/OUT with traffic and weather (including installation) =  $7,800

                     MPU5 Radio and/or other transponders and radio/electronic equipment (including installation) =  $11,200

Real Time Crime Center

                     Computer systems: 5 units at $3,800 each = $19,000

                     Video Wall: 1 unit at $100,000 = $100,000

                     25 mobile surveillance cameras (including license plate readers, repair parts, batteries, chargers, cradle points, and mounting hardware). $60,000

                     35 Fusus CORES, 50 switches, a mobile monitor, 2 keyboards, cables to connect to privately owned systems. $25,000

                     Training of 3 deputies for the installation and maintenance of video feed devices. $10,000

                     2 Smartboards, $5,000.

Total: $219,000
