BACKGROUND
Background
DHHS - Public Health Division receives funds from Partnership for Community Care for Pregnancy Care Management Contract. These funds are based on monthly funding provided by the Division of Medical Assistance (DMA) and enrollment data provided by DMA's fiscal agent. Public Health receives monthly payments from Partnership for Community Care, calculated on the base population of the program, consisting of female Medicaid beneficiaries ages 14-44 who are determined to be high risk for poor birth outcomes. Public Health is requesting to align the FY 2016-2017 budget to include an increase in award funding of $176,458, resulting in a total FY 2017 award amount of $1,215,401.
The Pregnancy Care Management program has experienced a 35% increase, annually, in the number of patients served since FY 2013-2014, as indicated by the data below:

Currently, the program is staffed by twelve (12) nurses, five (5) social workers, and three (3) administrative support staff. The increased award amount will be used to fund a new Social Worker II position to meet the case management demands associated with the increased volume of patients served by the program; purchase of office supplies, phone and computer equipment; and to assist with travel and training expenses.

REQUESTED ACTION
Requested Action
1) Approve an increase of $176,458 in User Charges, increase the FY 2016-17 Health & Human Services - Public Health Division budget by the same amount to reflect funds awarded from Partnership for Community Care for Pregnancy Care Management Contract, and
2) Approve a new Social Worker II position, to be contingent on continued contract revenues.
