BACKGROUND
background
The Joint School Capital Facilities Committee solicited proposals from consultants to perform a School Assignment Optimization and Facility Condition Assessment for Guilford County Schools and Administration Facilities. Five proposals were received and a qualifications based selection process was conducted that included on-site interviews with three of the firms. The Committee selected MGT Consulting Group of Tallahassee, Florida and negotiated a scope of work and compensation. On January 10th the Committee voted unanimously to recommend approval of the agreement with MGT Consulting Group to the Board of Commissioners and the Board of Education.
The recommended scope of work includes the following services and deliverables:

The project schedule is approximately six months from the starting date. The project team includes two MWBE firms. White Shield, LLC will perform the Data Classification Modeling and School Optimization work representing about 9.57% of the total and Clinton E. Gravely, AIA will do the CAD Correction Process work for about 15.09% of the project. MWBE participation is 24.66% of the total project.

BUDGET IMPACT
Budget Impact
The total lump sum contract is $899,645. The County will be responsible for 50% of the contract or $449,823. The County’s FY 2017-18 Budget includes $300,000 for the School Condition Assessment. A budget amendment $149,823 is needed for the county’s share of the project costs. The recommended source of the additional funds is the general fund Manager's contingency in the County Administration department.
