BACKGROUND
Background
The Guilford County Sheriff's Office has both deputy sheriffs and armed detention officers, who carry firearms to perform their respective duties. It is the normal practice of law enforcement to replace the issue side arms (pistols) every seven (7) to eight (8) years. The reason for replacing pistols in this manner is due to wear and tear from training and overall deterioration of certain components of the weapon. One such component are the night sites. Night sites glow in the dark at all times without the need of ambient light or artificial light such as flashlights, headlights or street lights. Due to the dangerous nature of law enforcement work, it is essential that issued firearms operate as designed at all times. The Sheriff's Office has typically replaced the issued pistols every seven (7) years. The past replacement years have been 2002, 2009, and 2016. The Sheriff's Office programmed firearm replacements for FY2026 and FY2027 in the major equipment plan. The Sheriff's Office is seeking to replace the majority of is current inventory of Glock models 17 and 19 9mm pistols. The plan is to replace these firearms with the Glock model 47.
GCSO plans to purchase 341 guns from Amchar Wholesale Inc. as authorized by the state contract exemption of G.S. 143-129(e)(9) for a total cost of $249,612 off NC state contract 4615A - Ammunition & Firearms. Additionally, Amchar has offered the County $115,495 in 'trade in' value for 418 old guns no longer in service as is permissible under G.S. 143-129.7. This will result in a net payment of $134,117 after the trade in amount is deducted from the new gun purchase.

Requested Action
(1)Approve purchase of guns as authorized by the state contract exemption of G.S. 143-129(e)(9) for a total cost of $249,612 from Amchar Wholesale Inc.off NC state contract 4615A - Ammunition & Firearms; and
(2)Authorize the disposal of 418 guns no longer in service for the trade in value of $115,495 from Amchar Wholesale Inc as permissible under G.S. 143-129.7. Thus, resulting in a net payment of $134,117 after deducting the 'trade in' amount.
