BACKGROUND

Background

Guilford County Emergency Services identified the need for a dedicated, free-standing vehicle decontamination and wash station at the new EMS Maintenance & Logistics Facility at 1205 Pepperstone Drive due to the increased need for decontamination and thorough cleaning of EMS vehicles during the COVID-19 pandemic.  The Board of Commissioners has previously approved $636,000 in CARES Act funding for the EMS Vehicle Decontamination Facility at the 5/19/20 work session.  This project has since been classified as an “emergency” for procurement purposes by the County Attorney which exempts it from the usual bidding requirements. 

 

It is desirable to utilize New Atlantic Contracting for this project since they are the general contractor for the EMS Maintenance and Logistics Facility.  The Vehicle Decontamination Facility will be located within the construction site for the EMS Maintenance and Logistics Facility which has not yet been completed by the contractor and accepted by the County.  New Atlantic has extensive knowledge of the site and having them build the Vehicle Decontamination Facility will avoid potential conflicts (warranty, etc.) and delays from having another general contractor on the site.  Utilizing New Atlantic is also our only feasible option to complete construction of the facility by December 30, 2020, which is the current expiration date for CARES Act funding

 

New Atlantic Contracting has provided a quote of $674,811 to construct the facility which consists of 1743 square feet.  The quote includes a 10% contingency.  New Atlantic has indicated a total MWBE participation rate of 21.5% ($145,543) with the following breakdown:

 

Black:     15.0% ($101,543)

Hispanic:  5.0% ($34,000)

Female:    1.5% ($10,000)

 

It is recommended that the construction contract be approved with New Atlantic Contracting.  Approval will enable the contractor to complete most, if not all, of the work by December 30, 2020.  This contract includes liquidated damages to encourage the contractor to complete the project by December 30th.

 

If approved, the total cost of contracts and purchase orders for this project will be as follows:

 

$157,805    Hydrochem Purchase Order (Equipment Only)

$  20,200    ESPA Architects (design contract CM 2256)

$674,811    New Atlantic Contracting (construction)

 

$852,816  TOTAL

 

Staff anticipates that the project may cost up to $870,000 due to miscellaneous fees and potential increases in cost of the three items listed above.  The additional $234,000 over the original cost estimate will come from CARES Act funds allocated for Mitigation and Preparedness Costs for Guilford County funding.
