BACKGROUND

background

The North Carolina Property Tax Solution (NCPTS) is a resource available to counties to streamline and optimize all aspects of the property tax process. It is built on software developed by a North Carolina-based company, Farragut, and includes many beneficial features: (1) Consistent application of property tax law by NCPTS counties through best business practices, (2) Intuitive system based on established best practices and standards, (3) Automated appraisals, billing and collections allow county staff to effectively administer the property tax process, (4) Thorough training and maintenance support, (5) Collaborative nine-member Oversight Committee that serves to continuously improve NCPTS and promote best practice sharing among member counties, (6) Proactive consultation and legislative monitoring of tax-related developments by David Baker, NCACC Director of Tax and Revenue Outreach and former Director of the Local Government Division of NC Division of Revenue.

 

Staff propose entering into a three-year maintenance contract with Farragut System Inc., (tax application vendor) in the amount of $201,400 annually, totaling $604,200 over a three-year term, beginning May 1, 2022 for the purpose of maintaining the current Tax Application. The tax system has been in place since 2010. Guilford County uses two modules within Farragut’s NCPTS: 1) Billing and Collections and 2) Land Record & Computer Assisted Mass Appraisal (CAMA.)  These modules handle all of the Tax department’s needs such as annual billing, assessments, re-valuations, resident access to tax bills, property ownership, sales, and property tax information.

 

This renewal represents a 6% increase from last year. Farragut negotiated a 6% increase with NCACC in Quarter 1 of 2021 and presented at the February 2021 NCACC Oversight Committee meeting for approval. The current NCACC Oversight Committee membership includes (1) Michael Taylor, Pitt County - Chair, (2) Amy Brantley, Henderson County - At-Large, (3) John Burgiss, Forsyth County - Land Records/CAMA Chair, (4) Ben Chavis, Guilford County - Large County, (5) Nancy Freeman, Orange County - Billing & Collections Chair, (6) Danny Isenhour, Burke County - Medium County, (7) Joe Utley, Cumberland County - At-Large, (8) Lori Mathes, Catawba County - At-Large, and (9) Richard Brim, Stokes County - Small County.
