BACKGROUND

Background

The Guilford County MWBE program is seeking to increase its presence as a national program leader in contracting in support of its mission to provide minorities and women equal opportunity to participate in all aspects of Guilford County’s contracting and purchasing program, prohibit discrimination against a person or business in pursuit of these opportunities on the basis of race, color, sex, religion or national origin, to provide greater information, service, and responsiveness to MWBE’s, and to increase communication between all Guilford County Departments and MWBE’s.

 

In support of the program mission and vision the MWBE program is organizing and aligning the department to implement the FY2023 Guilford County Disparity Study, implement a Guilford County MWBE policy and procedure and to support best practice in MWBE program compliance and reporting. Therefore, the MWBE program is requesting the authorization of five additional full-time staff to support the advancement of contracting, compliance and reporting for minority and women vendors.

 

The five (5) additional requested positions are:

Deputy Director

Certification Specialist

Data Analytics and Reporting Specialist

Outreach & Marketing Coordinator

Projects Specialist

 

The program plans to fill two of the five requested positions (Deputy Director and Certification Specialist) in FY2023 at a projected cost of $146,100, and is requesting authorization for three (3) years of contractual support as remaining positions are filled on a phased approach at a total cost of $463,900. The FY2023 budget allocates $120,000 to the program for professional services, which can be used to offset this cost. County funds have been identified in departments that primarily benefit from the MWBE program.

REQUESTED ACTION

requested action

1) Approve the addition of five (5) newly authorized MWBE program positions; 2) authorize staff to enter into a staffing contract in the amount of $463,900 to offset the position vacancies until such time that all positions can be filled, for a term not to exceed three (3) years; and 3) approve associated budget amendments to immediately fund two (2) full time positions and the staffing contract this fiscal year.
