BACKGROUND

Background

As part of the 2/3rds bonds funds capital projects, the County derived a scope of work for the High Point Detention Center.  Part of that scope was to replace the roof on the detention center due to age, and to replace the emergency backup generator.  Staff estimated budgets that would cover the scopes of work for each item and generated a cost allocation based on these estimates.

During the course of design and bidding for the replacement of the High Point Detention Center roof and backup generator, the bids came in higher than anticipated.  Additional funding is needed to cover the cost of the generator replacement.  Complexities in the fuel tank replacement and exhaust system routing were greater than anticipated which increased the cost of construction.

Similarly, staff had estimated the cost of repairing water intrusion issues on the High Point plaza.  After the design-build investigation, the contractor (WxTite) has proposed an adequate solution at a much lower cost than anticipated.  This has generated a surplus of funds in the High Point Plaza capital ordinance that is best used on other projects.

Staff recommends shifting funds from the High Point Plaza waterproofing project ordinance to the High Point Detention Center project ordinance to supply the necessary funding to complete the generator replacement.

Also as part of the 2/3rds bond-funded renovation projects planned at the High Point Detention Center, the existing emergency back-up generator was scheduled for replacement.  The unit is original to the jail's construction and has reached the end of life.

Staff engaged a design firm to produce a set of replacement drawings and specifications.  Purchasing sent this package out for bids, and bids were received on May 23, 2024.

Three firms provide bids on the project:

Bar Construction                                           $642,000

Beco Electric                                           $675,000

ASJ Wilson Construction                      $952,820

Staff have reviewed the bids with the designer and agree that Bar Construction has provided an adequate bid for the scope of work.
